Understanding Wraparound Services for AT-HM: The 0% Contribution Rate
Assistive technology and home modifications don't stop at the item itself. Discover why AT-HM wraparound services — delivery, setup, training, and follow-up — carry a 0% clinical care contribution rate under the Support at Home program.

When a participant receives assistive technology or home modifications (AT-HM), the support doesn't end with the item itself. To ensure the equipment is used safely and effectively, additional services or training may be required. These are referred to as 'wraparound services' and they are an essential component of the AT-HM scheme. A key question for many is how these services are funded and what category they fall under.
The funding structure for AT-HM is distinct. While contributions for the AT-HM items themselves are treated as equivalent to the independence category, the wraparound services have a unique funding arrangement. The program manual specifies that AT-HM prescription and wraparound services will have a clinical care contribution rate of 0%. This means that the full cost of these services is covered by the AT-HM funding allocation, with no contribution required from the participant. This policy recognises the critical importance of these services in maximising the benefit and safety of the assistive technology and home modifications.
Wraparound services include a range of supports vital to the proper implementation of AT-HM. These services include the delivery of the equipment to the participant's home, the professional setup of the assistive technology to ensure it is correctly installed and functional, and comprehensive training and education on its safe and effective use. Furthermore, wraparound services also cover crucial follow-up activities to determine whether the equipment or modification is successfully meeting the participant's needs. By providing these services with a 0% clinical care contribution rate, the scheme ensures that participants have all the necessary support to use their new technology safely and effectively, without any additional financial burden for these essential support elements.
